Pennsylvania State Senator Vincent Hughes represents the 7th Senatorial District which includes parts of Philadelphia and Montgomery County. He is one of Pennsylvania’s leading Democratic voices on local, state, and national issues. First as a State Representative and now as a State Senator, he has fought tirelessly for investments and progress in education, affordable housing, healthcare, civil rights, gun violence prevention, mental health, voting rights, and much more.
In 2010, his colleagues elected him to be the Democratic Chairman of the Senate Appropriations Committee to craft PA’s state budget of over $50B, one of the most important legislative responsibilities in PA government.
Utilizing his leadership and advocacy, after an almost 10-year legal battle, Pennsylvania is now on its way to fixing a broken education funding system that for generations, left millions of public-school students sitting in underfunded and outdated classrooms. This past summer, working with Governor Josh Shapiro and other legislative leaders, Senator Hughes helped negotiate a third consecutive round of historic education funding, bringing Pennsylvania’s adequacy and equity investment to $1.6 billion dollars.
As a leader in the fight for free and affordable college, he introduced the PA Promise legislation, which provides grants to PA students to afford college. He has successfully introduced, passed, and funded legislation to create and implement PA’s Diverse Teacher Pipeline program and PA’s Student Teacher Support Stipend program. And as a champion for literacy, Senator Hughes created the Read 2 Succeed program and successfully fought for a 2025-26 budget requirement mandating all public schools adopt evidence-based reading curricula by the 2027-28 school year.
When it comes to justice, Senator Hughes was instrumental in securing first-time funding for Pennsylvania’s public defenders, finally ending Pennsylvania’s status as one of only two states in the country that provided zero state funding for the legal protections for low-income defendants. And he led the successful initiative to change Pennsylvania’s Constitution to include a ban on discrimination based on race. He saw that hard fought federal protections were unreliable under the current administration in Washington, DC.
Senator Hughes is a member of Cheyney University’s Council of Trustees. He and his family established the James Hughes Memorial Scholarship Fund, in honor of his late father, which has awarded more than $1 million in college scholarships to talented students who have overcome challenges and want to make a positive difference in the world.
He is a member of Mt. Carmel Baptist Church, and is supported by his loving wife, actress, entertainer, and activist Sheryl Lee Ralph, and their blended family of four children.
